That's great news for everyone who hasn't reached Elite after 20-30 seasons. It gives us hope. Sometimes it even takes 50 seasons!

Coming in from Monarchs region with a high bank account and quite high wages.

Winning games and at the end championships does root on
a) the roster and coaches
b) the playbook
c) a lucky hand

Regarding a)
There are several ways to build a roster and to keep wages in check.
Some teams do boost special postions to quite high skill values and compensate that on other positions with lower skill values or with a clear train and cut philosophy, once the players wage gets out of hand. Some do train just simply to a specific skill level, say 42 to 44 and never over it to keep the wages in control.
And you always have to keep the tandem players/coaches in mind.
Not only players.
Of course do higher skill values lead statistically with calculations to higher probabilities on your plays, so no wonder some managers did try to just skill up to the max of their players and took advantage of their deep pockets to melt the pocket away for seasons. Most of those did NOT succeed on the big stage, since b) comes into play.

Regarding b)
A good playbook and especially a good adjustment for specific games can do wonders on the play outcome. This is an area, where I lack deeply, because I do not adjust my playbook for opponents and that does cost me a lot in terms of success. If you are willing to adjust, at best with a good basic playbook easy to adjust, you will succeed big time even with a quite weak roster in terms of skill values and if not, you will lose even against much weaker teams.
This might be a bad example, but it's a bit like strategy games with those archer / pike / sword / horses mechanics.
You can win with archers against swordmen, but you need ALOT, while you need only a few horses to kill many swordmen. You can kill horses with pikes, easily, but those do fall to archers and so on.
So having the right offense against a defense and the right defense against an offense is helpful and can shift the propabilities. But because of the random factors in the engine, you need to consider c)

Regarding c)
There is no way to force luck, you can only try to have a) and b) good enough to eventually get unlucky plays iron out over time.
Sometimes a game alone is not enough.
If you have time and willingness, try a series of games against the same opponent, with the same settings and the same roster as in every game and then compare the outcomes.
Tiny differences on plays can have huge impact on the outcome.

Bottom line, as I see it.

You can try to buy a championship, but you don't have a guarantee on that.
You can overspend, if you have a deep pocket and you can do that for some time, but even that is no secure bowl win.
