Only the 1st and 2nd level is called GFL, but that is just a minor detail.

The main differences or impacts are
- promation and relegation
- non-professional players with a very wide range of skill levels

This did have an impact on the game design.
Right now we have only left a promotion and relegation between Elite league and 1st level, but in the past there was a pyramid structure until 3rd level.
3.1 and 3.2 did send teams to 2.1 and vice versa.
3.3 and 3.4 did send teams to 2.2 and vice versa.
2.1 and 2.2 did send teams to 1st level and vice versa
And Elite as today on top sending teams to 1st level and vice versa, was later introduced and works different then the other levels.

And the range of skills a player can have is quite wide, from 0 to 50 in theory, while the manual states, 0 = 75% possible and 50 = 100% possible.
Still, if you play against a team with average 20 skill level it will get ugly, if the other teams has average level of 40.

ok so that is why there is such of a gap (also I noticed there are 7 levels before Elite but those are blocked probably because those leagues were once used right)

I think that when RZA talks about "European influence" he is talking about the creation of leagues with the names of the teams that played the legendary "WLAF" of the 90s and which later became the "NFL Europe" and ended up closing around 97.

That's also in the DNA, sure. Was the inspiration for the region names.

It's a big mesh up, with also the NFL (providing the NFL division design and league structure, the draft) in it.

ok that makes sense all those team names are basically the regions of RZA that now exist and our teams play in (except for Elite but still a lot of influence got that...)
