I currently have 68 players. What will happen on day 3 of the draft if I don't cut or sell anybody? Will the player not join my team? If they don't join the team, do I still have to pay to cancel his contract?

From the manual under roster limitations, you draft as normal, but if that takes you to 71, one player doesn't get trained, and you will get fines and/or warnings each training update. After about four updates, you will lose 1 player unless you get rid of a player before that.
