I kind of like it the way it is. With the current limit new teams will have the possibility of getting free agents who are decent. In a couple of seasons it'll be an enourmous gap between old and new teams.

The problem with the current system is you have in the basic version 3 chances to promote players.
Now just say you got this season 6 players age 18 who you really like. you skill them til age 20, maybe you even upgraded your YA, so you got 4 chances to promote players, but at the end of the season, you have to cut the rest, and all your work is almost lost. Maybe you can acquire them on the transfermarket, but that chance is very slim. Considering the costs for upgrading the YA, it is unlikely that you spend that money on the YA so soon. |

But this case...a manager has to act. send 3 of them at 19 to your seniors...or enhance your YA. I do not see any need to change this one, at least the arguments did not convince me so far.
