The BOT. There is no BOT-Flush System for such Event in place and there is also no backup-plan for such Event, like the 3rd place elite Team (this year the Panthers) will stay. I think the Software will swap the Teams as usual and the Shenkos will Play 1 season as BOT in Elite, will relegate and then get bot flushed after that to Level 2.
