I would like to suggest a mass competition which does involve all (or almost all) teams from each region and which would still be quite short.

Basic Idea
Each region does send all or almost all teams for a one-match-for-each-team competition against another region.

With 8 regions there would be 4 such competitions for quarter final, 2 such competition for semis and 1 competition for the final.
Elite-teams will count on their linked 1.1 region.

Each competition includes one game for every team against a team from the opposing region.
At the end will all wins be added together and the region with the highest win total wins the competition.

Scheduling
To have a clear result the amount of matchups per competition should be odd in numbers.

Variante 1
Elite & 1.1 did play alone one competition, level 2 does play another one.
Elite & 1.1 competitions do only play further on that level, level 2 competition does play their own champion in the final.
So two champs regions at the end.

The pro on this is that the Elite & 1.1 competition is more or less BOT free and will offer more games and clear results
The Con is that the level 2 teams do have not an impact on the regional results as they would have otherwise, which might not be the intention.

Variante 2
Elite, 1.1 and level 2 do compete in the same competition.
Elite & 1.1 are matched up against each other and level 2 is also matched up against each other.
Results (win or loss) are summed up to one single score.
At the end there will be only one region as champ.

The pro on this is that it does involve the level 2 teams much more, every game counts equal, means there will be a lot of level 2 games, in best case even more on those than Elite & 1.1.
The Con is, that the number of games will be different per region, since BOt games and BOT vs BOT games do not make real sense.

General:
I think it would be best to have a max number of games for each competition which does include all human teams without BOTs and the number of matches can only be the minimum of both regions eligable teams per level.
If that's an odd number, fine, of it is an even number, this has to be reduced by 1.


Example:
Monarchs vs Dragons, Admirals vs Sea Devils and so on in round 1.


Monarchs has 30 Teams non-bot in 1.1 + Elite and 50 Teams non-bot in Level 2, Dragons has 32 Teams non-bot in 1.1 and 49 Teams in Level 2.
Scheduled are 30 games between 1.1+Elite totally random and 49 games in Level 2 totally random.


General 2:
Some might like to have "fair" matchups, so that not the big shots beat on the just promoted teams.
This can be discussed, but a random seating should work regardless.
Tp spice thinks up it could be possible to s e l e c t inside the competition 4 games which should NOT be counted.
Selection could be done by giving every participating team a chance for a vote and the 4 highest voted games will be spared. Just an idea.

Progress
Each competition does produce a score with a clear region as winner.
In first round we would habe 4 competitions.
All winners of first round, which are 4, will play another competition.
The 2 winners will play the last competition for the championship.

The difference between Variante 1 and 2 are only that with Variante 1 there would be two seperate lines of brackets and at the end two champs.

Total playing effort would be for each participating team max 3.

When to play
This can be tough to select.

I think best would be to work with Fridays before CoC-Cup does start.
Either right after season rollover or 3 weeks before CoC-Cup starts.
I personally would prefer right after season rollover.
Income, exp, etc are the same as for friendlies.

who can play
I would suggest to allow for scheduling only Teams with a licence and Minimum being a member for 1 month.
That should sort out most Teams near bot Status.

I like the idea, but would strongly vote for the 2. Variant. If you want a competition between the different regions, than it would be strange to split the competition up in 2 totally separate cups. Maybe the region with more l2 teams defines the number of L2 games, with a few (random chosen) teams play a second game against the teams that didn't play on the first gameday. Downside would be a longer period per round.

It is quite a nice idea, I feel that is requires quite a lot of matchmaking organising to make it happen. This could potentially just be done via friendlies without it needing to be added to the system to sort the matchups.
