In the table below you can find for each S36 elite teams the amount of PO income from season 31 to season 35.
I think it is a good measure of how many resources had each manager to prepare his team for playing in elite in S36.

Table-Po-Income

I want to start saying that having money is needed to achieve success but not enough...
So the most successful RZA managers deserve to be at the top and they are not there because the money.
Anyway the math says that also in RZA like in RL the money goes where the money already are...
Allowing the two elite bowl contenders to play the CoC the next season is like lock two foxes into a chicken coop full of chickens.
What happened in the last five seasons says that is like giving them an average prize of 25M and to the winner another 10M per season.
In the long run this has created an unfillable gap.
The effect is double because this money are not avalilable for the just elite promoted teams that are their new contenders.
Wilmersdorf Wadenbeisser won the race in AC while OrangeCrush the one in NC.
Also teams that in the past proved to be able to win the elite bowl like Free Agent Mascots ,Styrian Bears, Black Dragons, San Diego Blitzkrieg now are al least 5 seasons that there are not anymore bowl contenders and one has already got bot.

The rule in elite is reach the bowl match or die. (for everyone but yellowcake till last season)

If a manager wants to have a competitive roster has to spent in coaches + players wages something like 8.5M per turnover.
It means he needs 65M of PO income to reach the break even
The two super bowl contenders start the season having pratically 30M already in their pockets.
Fourteen managers do not play the CoC
Sixteen managers will play the CoC but most of the time not reaching the final (8M) or winning it (10M)

I know this is not the discussion forum but what is your opinion?

Money is not the whole reason they are where they are.
There are a lot of other teams with higher salaries, some of them manage that also quite well and do have prime seasons and rebuild seasons, some do manage that in a bad way and go bankrupt or bot.
But to be competitive and stay competitive it's more needed than money.
Money buys you the good players and the high skills, fine, but it does not buy you the game preperation.
Of cause I don't know how much time the winners do spend into the game to prepare for each game and how much time they spend in creating or adjusting playbooks, but I believe if you do THAT in a good way and master THAT art, it's not much important if you have a roster of 5 mio or 10 mio.

Anyway here we are in elite I think we are talking about managers that know how to deal with a playbook or scout an opponent and some of them had already won an elite bowl title.

It seems to me you are saying there are only two managers able to do it.

Given their success they seem to do something more or different than others.

Of cause there are many others able to prepare, no doubt and often they are able to upset more successful teams.
And I think also that priorities did shift for some teams so they might do now less than in the past and were at that time better prepared than today, which is OK for me.

why do you have a
Weekly wages Players $ 7,714,766
Weekly wages Coaches $ 1,633,249
for a total amount of $ 9,348,015 per turnover?
