Or we could have an intermediate league between L1 and Elite with the same structure of Elite (teams from all regions). We will have 32 morr spots...

As a Member of Dragon, I really don't like the idea of closing L2.
I love the competition of possibility to get relegated ans still have to play against some good human teams.
On the other side I really see the need for other regions. A L1 with 50%or more bots isn't the competition some longtime player want.
But is it better for new players to start in L1?

They will loose every game for 2 seasons except for bot games.

Pete often said region restricting is not possible.
I really like the idea of all L1 are competitions and even a L2 where new players can grow.

It's not a solution I know. But I really don't thing closing L2 is a good step

Yes, new players need an introduction to the game prior to D1, but at the same time, that introduction shouldn't be empty leagues with nothing but bots, and D1 shouldn't also have swathes of empty slots either. Both maintaining the status quo and removing all D2 leagues are not real solutions, but it seems that a league restructuring is not being allowed for debate.

Losing every match and being able to do nothing but construct a stadium for several months is not a great new user experience, but neither is playing nothing but bot teams, only to advance and still end up playing a bunch of bot teams.

Ideally, the game either needs to be restructured into one league feeding directly into the next, with new leagues being opened at the bottom as the ones above fill. This is by far the simplest and tidiest solution, that organically transitions teams gradually to the stage they are ready for. Otherwise, the structuring becomes much more complex to avoid recreating the same issue we have now. For example, the feeder leagues into Elite could be narrowed to two, with four feeding into those (224 teams total), and four more feeding directly into them (352 teams total). Or four feeder teams into Elite, each with a D2 feeding into them (288 teams). A single D3 "rookie league" could be opened if those fill, which would bot flush based on ranking into any of the above leagues at end of season.
