Is there some reason that draft picks 20 yo and under couldn't be sent to the YA if a slot was open?

Is this a game design decision - - or what's the logic behind it?

Game decision. There is a suggestion (and many more in the past) to change that.
It was shot down in the past, I did add a new comment yesterday.
