What does it mean if the player potential is less than their current ability? I can't to seem to find it anywhere

Sorry, I don't get the question.

You mean his skill his higher than his talent level?

Or his physical did exceed the red cap?

Some players have talent higher than rating, does that mean they will regress or something? sorry for poor wording

After you train your players in their main skills, their rating will increase over time. So more stars. It takes some time.

Though both talent and position ratings are 0.5-5 stars, the result are not directly related. So, it's not helpful to compare the two. In fact, it's quite usual for low talent players to have position ratings higher than their talent stars.
