First off, I KNOW this will be disliked, but I believe the time has come to change the league structure.

A couple main reasons for this thought:
First off, bot matches suck. (Except for new managers who can use some easy wins.) And with the notable exception of Fire, bots are taking over most leagues. We have too few managers now to fill out the leagues. It's sad to say, but it is what it is.
Secondly, the skill gaps between teams. There's a huge difference between regular Elite teams and the average league team. (example: My team went 16-0 in Fire in two seasons surrounding a season in Elite with only 6 wins.) Above average teams could use more similar competition, just as newer teams could use not being up against so many more seasoned teams and feeling overmatched so frequently.

My suggestion:
Once again have 3 levels of leagues, but reduce the middle level to only 2 leagues, each of which would promote 4 teams instead of 2 to Elite. (or 8 if you want to still have half of Elite relegate down each season.) The lower level would have 4 leagues, each of whom would promote 4 teams, or more as needed to reduce bot teams in the middle leagues, though I'm not sure how that would work.
Having only 6 leagues outside of Elite instead of 8 would reduce the number of bot matches, and keep the bots to (mostly) only play newer teams.
This would also help make many more of the matches be more competitive at all levels, and therefore (in my opinion) make the game more fun.

That's Peters call, but I think he did say often, that such a change is very much effort, would need a total new structure and he would not like to invest that kind of effort into it.

Yep. I am willing to invest some hours here or there, even a day or two for a single suggestion. But changing the league structure will be counted in months, for sure. Please keep in mind, this is a sparetime project. Back at the time I started it, I was responsible at work for a groups of software guys, less than 10. Today we welcomed #39 and #40. This changed the way my job has to be done, and the time my job is demanding. This means as well, less sparetime ...

Sorry, but there is no way to fulfill such a dream, even it would promise worldleadership.
