The is no wrong point...once we are full we open the new levels, that's it - even in midseason

My guess is a lot more managers will stay if they're able to enter in top of div 3 in the region of preference, instead of entering as a bottom team in div 2 in a region which isn't your first choice.  |

Regular season ends in only 3 rl weeks, so that seems like a wise choice. My only concern was that it had to be 768 active managers before opening it, coz I don't think that will happen before 3.x is inttroduced.
